Effective response to Tier 1 spills is key to maintaining a high level of environmental performance and minimizing the duration of operational disruptions. For marine terminals handling a variety of fuels and lubricants, Tier 1 response strategies should reflect risks posed by a site's unique combination of products handled and the specific nature of its loading/off-loading operations. Tier 1 A facility that is near water, with a total aboveground oil storage capacity of 10,000 gallons or less, and no individual aboveground oil container with a capacity greater than 5,000 gallons. No single oil spill larger than 1,000 gallons to nearby water. Tier I qualified facility owners or operators can complete a self-certified Spill Prevention, Control, and Countermeasure (SPCC) Plan template in lieu of a full SPCC Plan.
