The Human Freedom Index presents the state of human freedom in the world based on a broad measure that encompasses personal, civil, and economic freedom. Human freedom is a social concept that recognizes the dignity of individuals and is defined here as negative liberty or the absence of coercive constraint. The extent to which this is enforced in practice varies greatly from country to country. Several countries have anti-discrimination laws which prohibit religious discrimination. The Religious Freedom Index includes data gathered in an annual online poll of a nationally representative sample of American adults (n=1,000) conducted by independent research company, Heart+Mind Strategies. The poll includes 21 questions that contribute to the Index and will be asked with the same phrasing every year. The U.S. Department of State submits the reports in accordance with the International Religious Freedom Act of 1998. The indexes rely on data from an extensive coding of the 2003 International Religious Freedom Report for 196 countries and territories. Using a series of tests to evaluate the new data and indexes, we find that the measures developed are highly reliable and valid. The International Religious Freedom report is submitted to Congress annually by the Department of State in compliance with Section 102(b) of the International Religious Freedom Act (IRFA) of 1998. This report supplements the most recent Human Rights Reports by providing additional detailed information with respect to matters involving international religious freedom.
